The Guyana Police Force (GPF) story wicked, stink and dutty. We have always feared there were some very, ‘extremely very’ corrupt people in the Police Force, while a few others carried out their duties with diligence and distinction.
The Calvin Brutus scandals began before the monies were deposited in the Police Force credit union, attracting significant interest over a short period of time. But we know more now since an investigation began into allegations of corruption. The narrative keeps getting more and more incredible.
Enter the Commissioner of Police (ag.) Clifton Hicken: The Wedding Planner.
The Commissioner wants this nation to believe that millions of dollars that ended up in a Brutus bank account were proceeds from Brutus’ wedding last year. Stabroek News reports that, according to a statement by Hicken to the Special Organized Crime Unit (SOCU):
Policy of Officer Support
• Commissioner Clifton Hicken implemented a policy aimed at motivating officers by offering support for special occasions such as weddings, birthdays, and anniversaries.
• This support was provided through a “stakeholder’s approach,” involving contributions from various personal and professional associates.
Involvement in Deputy Commissioner Brutus’ Wedding
• Hicken was invited to the wedding of Deputy Commissioner Calvin Brutus, scheduled for November 11, 2023.
• He shared details of the upcoming wedding with several personal friends and stakeholders, seeking their support for the event.
Collection and Handling of Financial Contributions
• Brutus informed Hicken that several friends and family members had already contributed financially to the wedding and asked whether formal permission was needed to accept these gifts.
• Hicken verbally approved Brutus’ acceptance of the gifts, noting that the contributions were from personal connections and were part of the cultural norm in Guyana. He confirmed that the gifts were not linked to Brutus’ official position.
Wedding Preparations and Payments
• Hicken took the lead in making arrangements for the wedding, including reserving the venue at the Pegasus Suites Atlantic Conference Centre.
• He placed orders for meals, beverages, and other accessories necessary for the event and received a quotation for $8,474,977 from the venue.
Receipt and Disbursement of Funds
• Between November 1 and 10, 2023, Hicken collected an envelope containing $8.5 million in cash from a businessman, who mentioned that the extra amount beyond the quotation should be kept for any unforeseen expenses.
• Hicken’s personal assistant was tasked with delivering the payment to the venue. After the wedding, Hicken received a refund of $981,783, which he returned to Brutus, stating that the money “in principle” belonged to Brutus and his wife.
Just wow! We have the makings of a revetting local Netflix series here, and all thanks to a man who wants to be the next substantive Commissioner of Police, and more than that, who the PPP government seems equally desperate to install. In the GPF wedding is big business.
